Prior to the adoption of Ord. No. 2437 on 02/06/2006, Section 15.64.040 read as follows.

    The members of the Columbia heritage and preservation commission shall be appointed on the basis of expertise, experience or interest in the areas of architectural history, building construction or engineering, finance, historical and architectural preservation, neighborhood organization, or real estate (especially as same pertains to historic districts in the city). Two members shall be members of the Columbia historical society selected by the Columbia historical society to represent the society on the commission and the remaining five members shall be from the community at large (that is to say, not appointed to the commission to represent any other special interest group, association, board, commission or society) except that, one of said members may be a member of the Columbia city council.
